The 'viral spot' is part of a pan-European campaign for the Malta Tourism Authority, from TMI:

A chance encounter in an elevator transports an ordinary man out of his everyday life into a dream of relaxation and indulgence. What actually happens to him, viewers can only imagine: the only thing they see is tousled hair…Media Consulta is promoting Malta with what is called a ‘viral spot’.
